Most states issue permits to carry a concealed handgun for lawful protection to an applicant who is over 21 years of age, and who passes a fingerprint-based background check and a safety class. These permits allow the person to carry a concealed defensive handgun almost everywhere in the state. Should professors, school teachers, or adult college and graduate students who have such permits be allowed to carry firearms on campus? In the last two years, many state legislatures have debated the topic. School boards, regents, and administrators are likewise faced with decisions about whether to change campus firearms policies. This Paper is the first to provide a thorough analysis of the empirical evidence and policy arguments regarding licensed campus carry. Whether a reader agrees or disagrees with the Paper's policy recommendations, the Paper can lay the foundation for a better-informed debate, and a more realistic analysis of the issue.

The Obama Department of Defense abruptly announced that it would stop selling once-fired brass to ammunition manufacturers--a move which threatened to substantially worsen the current shortage of ammunition for citizens. The story has a happy ending, thanks to quick action by Second Amendment supporters. Our prior work details the potential of a unique intervention effort that polices gun offenders with a hybrid mix of traditional enforcement and models of normative change. Using an individual growth curve models and propensity scores to adjust for non-random group assignment, our findings suggest that several PSN interventions are associated with greater declines of homicide in the treatment neighborhoods as compared to the control neighborhoods. The largest effect is associated with offender notification meetings that stress individual deterrence, normative change in offender behavior, and increasing views on legitimacy and procedural justice. Here we extend the prior work by examining and evaluating how the ex-offenders who attend the offender notification meetings - and those who don't - view the legitimacy of key actors in the criminal justice system and the law itself."

"This Symposium Essay examines the Supreme Court's Second Amendment decision in District of Columbia v. Heller. Specifically, the Essay examines four exceptions to the right to bear arms that the Court specifically approved: laws disarming felons; laws disarming the mentally ill; laws prohibiting the possession of firearms in sensitive places; and laws regulating the commercial sale of firearms. The Essay argues that these exceptions cannot be completely justified on originalist grounds, at least under the form of originalism that the Court is likely to employ. The Essay further argues that the exceptions cannot be justified if strict scrutiny is the applicable standard of scrutiny. Accordingly, some lesser standard of review of firearms regulation must apply."
